No you have to use Photosho cs5 in order to edit it fully, you cab try cc as well but it will revoke some editing features as well.
downloading file from Dropbox is so simple , just open the link into any browser, it will take you to the Dropbox, check out that page for downloading options and hit on download files. that is it. If you are not able to do so , I would need to seen the screenshot of what you are getting after doping the link into browser, here is my ID to send the shot designhub719@gmail.com

The given link takes me to a Dropbox site but I'm struggling to download them to my PC. There is no download option, I can't right click on them... please help me as I need to use these urgently. I'm a confident PC and Photoshop user but just can't work out how to download the certificates!

I hope you know that Photoshop cs5 is needed to edit these files,.
Download the files into your pc first from the given link, Then extract the file, double click the file you want to edit, it will automatically take you to that software ( Photoshop, if you have it in your Computer)
