How do i create the brush to use it?
When you open lights.eps file in illustrator, press F5 button on the keyboard. You will see a panel with brushes. Draw a line. Select this line and click on the brush in the panel. Done!

will this work in Affinity designer the same way as in illustrator?

I don't work with this program, will not give the exact answer . Once installed, I couldn't see the same thing as in Illustrator.
